Dr. Trese (Theresa) Ricke-Kiely has research and practice interests in nonprofit leadership and management, nonprofit mergers, and mindfulness. Her teaching focus includes leadership, nonprofit management, and public organizational theory and behavior. She has published articles in various journals, including the International Journal of Public Leadership, Research in Ethical Issues in Organizations, The International Journal of Servant-Leadership, International Leadership Journal, and the Journal of Nonprofit Leadership and Education. She is the inaugural book review editor for the Journal of Nonprofit Education and Leadership and is a peer reviewer for various nonprofit and leadership journals. She is co-editor for a special issue in the Journal of Ideology focused on nonprofit leadership and management approaches. She is also a leadership coach and nonprofit consultant specializing in executive, board, and mindful leadership. She published "The Path to Mindful Leadership: Practices for Nonprofit Success" by Kendall Hunt in the summer of 2024 and is starting her second book, aimed at emerging nonprofit leaders. Before joining SGPP, she held administrative and teaching positions at the University of St Thomas, The University of Notre Dame, and the University of South Carolina. Dr. Ricke-Kiely has an EdD in organizational leadership from the University of Sarasota, an MPA from Marist College, and a BA from SUNY New Paltz.

Gemma Smith holds a joint appointment as Assistant Research Professor at the Udall Center for Studies in Public Policy and Assistant Professor in the School of Government and Public Policy at the University of Arizona.

Gemma is an interdisciplinary scholar at the intersection of environmental policy, governance, and justice, and water resources engineering. She graduated from Stanford University with a PhD in Environment and Resources and a Minor in Civil and Environmental Engineering in 2023.

Her current research focuses on the governance of international freshwater resources. She works to improve the management of transboundary water quality and climate change adaptation through better understanding of governance processes and outcomes in North American borderlands. Her methods draw on social, political, economic and environmental qualitative and quantitative data with the goal of making more robust causal connections between institutional design, policy decisions, and environmental outcomes. Her research has been published in Policy Studies Journal, Environmental Science & Policy, and International Journal of the Commons, among others.

Prior to her PhD, Gemma completed her Master’s in International Policy (Environment and Energy specialization) at Stanford University and a Graduate Diploma in Political Science at the London School of Economics and Political Science. She previously worked in international investment management in Europe and Asia, having completed her Bachelor’s degree in English Literature and Spanish at the University of Exeter, UK, in 2013.

Bradley J. Bartos is an Assistant Professor in the School of Government and Public Policy. He received his Ph.D. in Criminology, Law & Society at the University of California, Irvine in June 2020, and a Master of Arts in Social Ecology, also from UC-Irvine, in 2016. He is an author of Design and Analysis of Time Series Experiments (Oxford University Press, 2017) and Interrupted Time Series Analysis (Oxford University Press, 2019). His research has been published in a number of social science journals, including Prevention Science, Experimental Criminology, Criminology and Public Policy, and Archives of Suicide Research. Dr. Bartos’s research leverages natural variation in criminal justice and social policies and employs quasi-experimental time-series designs to evaluate the impact of these policy changes on crime, injury, and mortality trends. Through his work with the Irvine Simulation Modeling Lab, Dr. Bartos developed population projection models using discrete-event simulation for California's Department of Corrections and Rehabilitation, Los Angeles county Sheriff's Department, and California Department of State Hospitals.

Dr. Suyeon Jo is an Assistant Professor of Public Management in the School of Government and Public Policy at the University of Arizona. Her research and teaching interests include public and nonprofit management, public participation, volunteerism, collaborative governance, co-production, good governance, and democratic public administration. She is particularly interested in how participatory and collaborative processes shape public governance outcomes. Her work has been published in several public administration journals, including Public Administration Review, Public Management Review and American Review of Public Administration. She has a Ph.D. in Public Administration from Syracuse University, and MPA from Texas A&M University.

Craig R. Smith is an Associate Professor in the School of Government and Public Policy at the University of Arizona. His research focuses on public sector contracting and cross-sectoral collaboration. He is particularly interested in how governance arrangements and institutions can mitigate uncertainty in inter-organizational relationships. My research focuses on comparative institutional analyses of water laws, policies, property rights, and compacts in the western US. I am particularly interested in the design and performance of polycentric systems of water governance and how well such systems of water governance adapt to changing environmental, legal, and social circumstances. Journals I have published in include Land Economics, Policy Studies Journal, Publius, and the American Journal of Political Science. I am co-author of two books on western water governance, Common Waters, Diverging Streams: Linking Institutions and Water Management in Arizona, California, and Colorado (with William Blomquist and Tanya Heikkila); and Embracing Watershed Politics (with William Blomquist). I am also the lead editor of Navigating Climate Change Policy: The Opportunities of Federalism (with Kirsten Engel and Sally Rider).

My teaching centers on environmental policy and public policy. I teach both undergraduate and graduate survey courses on environmental policy, an undergraduate course on climate change policy; and a PhD seminar on theories of the policy process.

Jun Peng is a Professor in public administration. He has been teaching at the University of Arizona since earning his Ph.D from the State University of New York at Albany. His research interest primarily focuses on state and local government financial management in the U.S., such as budgeting, debt management and pension management. His recent book “State and Local Pension Fund Management” was published by Taylor and Francis in 2008. He currently is also involved in research on budgetary transparency in China.

Mike Letcher is an Associate Professor of Practice and has over 30 years of City Management experience. He teaches courses in Strategic Planning, Local Government and the Capstone Program. Mike holds a Masters Degree in Public Administration from the University of Kansas and has published national articles on high performing councils/boards, team building, improving customer service, strategic policy development, strategic budgeting and redefining the governance relationship between the Mayor, City Council and the City Manager in Tucson, Arizona. In his tenure, Mike has also worked with graduate programs in Public Administration at the University of Kansas and University of Vermont.

Adam Douglas Henry is a Professor in the School of Government and Public Policy, and is Director of the University of Arizona's Computational Social Science Program. Dr. Henry's research focuses on policy learning and sustainable development, asking particularly how networked groups of actors in the policy process collaborate to manage complex and divisive issues of environmental policy and sustainability. Henry's recent research has focused on the integration of science and policy in issues of environmental risk (in a project funded by the U.S. National Science Foundation) and the development of computational models of social influence and the adoption of residential solar energy (in a project funded by the U.S. Department of Energy and the National Renewable Energy Laboratory). Henry uses a variety of approaches to study questions of policy learning and sustainability, including agent-based modeling, statistical models of network structure, and mathematical models of self-organizing networks.

Dr. Henry joined the University of Arizona faculty in 2012, and teaches courses in environmental policy, program evaluation, and statistics. Henry is a core faculty member in the University of Arizona's Master of Public Administration (MPA) and Master of Public Policy (MPP) programs. Henry was a recipient of a Giorgio Ruffolo Fellowship in Sustainability Science and spent two years as a research fellow at the Kennedy School of Government at Harvard University. Henry is originally from Virginia, completed a B.A. and B.S. at Washington and Lee University, and completed his Ph.D. at the University of California, Davis.
